As the NHS delivers against the 10 Year Health Plan, diagnostics sits at the centre of the effort - underpinning elective recovery, cancer performance, urgent care and the shift towards neighbourhood health. Billions have been invested in Community Diagnostic Centres, pathology and imaging networks and digital infrastructure. The question now facing system leaders is a harder one: how do we convert that investment into measurable improvements in outcomes, productivity and waiting times, at a moment when capital funding is tightening and commissioning structures are changing again?

The HSJ Modernising Diagnostics Forum brings equal focus to imaging, endoscopy, pathology and physiological sciences, convening senior NHS leaders to turn national ambition into practical action. Building on the nationwide rollout of CDCs and the recommendations of the Carter Review, the event explores how networks, workforce innovation and digital infrastructure are reshaping diagnostic services across systems, places and neighbourhoods - and confronts honestly where progress has stalled.

To ensure the best possible experience for all attendees, please note the following requirements:  

  • Morning attendance is essential – delegates are expected to attend the morning sessions of the Forum they have registered for. Freer movement between sessions will be available after lunch, subject to capacity.  
  • Participation in IDGs – delegates commit to attending the Integrated Discussion Groups (IDGs) linked to their chosen Forum.  
  • One Collaborative Insight Conversation commitment – delegates agree to attend at least one 10 minutes insight meeting with an event partner as part of their Forum.  
  • Priority access – if a room is nearing capacity, priority will be given to delegates registered for that Forum. Switching rooms is possible, but only if space allows.

  • Turning investment into impact: demonstrating measurable returns from Community Diagnostic Centres, networks and digital infrastructure as capital funding tightens and scrutiny of public spending intensifies.
  • Delivering the Carter Review: what its recommendations mean in practice for pathology networks, from consolidation and LIMS convergence to specimen tracking and network-wide standardisation.
  • Building diagnostics around neighbourhood health: moving beyond CDCs as buildings towards services genuinely designed around the patient, and aligning programmes currently commissioned in isolation.
  • Managing demand, not just building capacity: clinical decision support, referral optimisation and appropriateness, and whether new capacity simply generates more demand.
  • Growing the workforce when systems are already at headcount: skill-mix innovation, task-shifting, training pipelines, and the productivity gains available before any new technology is introduced.
  • Realising the benefits of digital and AI: from deployment evidence beyond the pilot stage to the interoperable infrastructure that determines whether any of it delivers.
